Barbara is Senior Vice President of Industry Affairs for the National Cable & Telecommunications Association. She has been in this position since January 2000. Since 1984, she was NCTA's Vice President for Industry Affairs. From 1994 to 1998, in addition to her NCTA responsibilities, she was also Executive Director of the National Academy of Cable Programming which conducted the annual National and Local CableACE Awards.

At NCTA, Barbara has primary responsibility for the annual NCTA Convention and Exposition which is the largest convention for the cable industry in the world. In previous positions, she was Vice President of Corporate Relations and Administration for NABU: The Home Computer Network (summer 1984), and Vice President for Administration at NCTA (August 1981 to August 1984). Prior to joining NCTA, Barbara was Director, Media Relations and Internal Affairs for the Grocery Manufacturers of America which is the major trade association for the food and grocery manufacturing industry.

Barbara graduated in 1972 from Trinity College in Washington D.C. She was born in Calcutta, India, and went through high school in Hong Kong. She resides with her husband, Dick Rader, in Arlington, Virginia.
